Empowering the Women Home Based Workers (HBWs) for the Protection of their Rights

This project, supported by Mensen met een Missie (MM), aimed to empower women home-based workers (HBWs) in District Faisalabad by promoting their rights and advocating for legislative reforms.

Its overarching goal was for the government of Pakistan to formulate policies and legislation to protect HBWs. The project focused on strengthening the voices of HBWs through awareness, mobilization, and capacity building to undertake effective advocacy actions. It aimed to influence duty bearers for adopting international instruments and policies that secure the rights of home-based workers, particularly women.

Key achievements included the formation and strengthening of 10 groups consisting of 274 home-based workers across 10 Union Councils of Faisalabad, identification and engagement of 152 HBWs with stakeholders, and successful registration of a new organization called the Society for Human Empowerment (SHE). Two HBW leaders obtained membership in the Faisalabad Chamber of Commerce, enhancing their visibility. A District Action Committee (DAC) was formed, representing diverse stakeholders including government departments, labor unions, NGOs, lawyers, and journalists. Parliamentarians pledged support to raise HBW issues in the provincial assembly.

AWAM organized multiple activities to amplify HBWs’ voices, including 1 consultation meeting, 6 cluster meetings, 3 conferences, 4 radio programs, 1 media briefing, 2 press conferences, 1 media forum, and 13 rallies and demonstrations—more than double the initial plan of 6. The project engaged a total of 2,787 individuals, including 514 people (335 women and 179 men) who attended conferences. A total of 1,537 people (790 women and 747 men) participated in protests and rallies, advocating for HBW rights and legal recognition.

The project significantly enhanced awareness on international labor standards, particularly ILO Convention C-177. It encouraged HBWs to articulate their issues directly with stakeholders and emphasized the importance of statutory protection. The sensitized HBWs became vocal in demanding their rights and protesting against human rights violations. This project helped lay the groundwork for future legislation and policy changes that can formally recognize and protect the contributions of home-based workers in Pakistan.
