In Pakistan, the ‘Panchayat’ is a traditional system of local [inclusive] governance commonly found in rural areas, where a group of elders or respected community members mediate and resolve disputes. Historically rooted in South Asia, the Panchayat operates informally, offering quick and accessible solutions to local conflicts such as family disputes, community tensions, and resource allocation. Despite its deep cultural significance, the system has often encountered criticism for its patriarchal structure and bias against marginalized groups, including women and religious minorities. However, the Panchayat’s influence persists due to its ability to resolve disputes at the community level and promote local harmony.
To enhance the fairness and effectiveness of the Panchayat in resolving complex issues like ethnic and religious conflicts, a Win-Win Approach can be introduced. This method ensures that both sides of a conflict benefit from the resolution, encouraging mutual respect and understanding. For instance, in the case of religious or ethnic disputes, the Panchayat could mediate agreements that ensure the safety and representation of minority communities while respecting the traditions of the majority. Such solutions not only promote social harmony but also build trust in local governance systems,reducing intolerance and resentment. By addressing the concerns of all stakeholders, this approach strengthens the foundation for peaceful coexistence and helps prevent future conflicts.
Recognizing the traditional importance of the Panchayat, the AWAM and ISCOS-Itlay [under the project BELIEF] supported by Italian Agency for Development Cooperation (AICS) are adopting the concept through its ‘Youth Panchayat’ initiative in Faisalabad, Lahore, and Islamabad to engage youth from diverse backgrounds and walks of life. This platform concentrates on promoting dialogue, critical thinking, and collective decision-making among young people, encouraging them to embrace diversity and promote social acceptance, especially of religious minorities as equal citizens. By engaging the youth in such discussions, the Youth Panchayat aims to influence their views on tolerance and help dismantle prejudices that often divide communities. The ultimate goal is to strengthen social cohesion, national unity, and respect for diversity, ensuring that the values of equality and inclusion shape future generations.
